The purpose of a written working agreement is to guide the common work of the court and participating agencies regarding the processing of offenders with substance abuse problems.  The development of a written agreement can serve to focus the discussion and to record the shared goals, intentions and responsibilities of participating agencies.  Participants will increase their understanding of how their roles interact and influence other professionals in the system.
